TollRo Romania 2026: calculate the truck toll by route

From 1 October 2026, Romania will change the way road charges are calculated for heavy goods vehicles. The new distance-based system, TollRo, applies to goods vehicles with a maximum authorised mass (MTMA) above 3.5 tonnes. Instead of paying mainly for a period of validity (as with the classic rovinieta for this vehicle class), operators will pay according to the distance travelled on the relevant parts of the national road network, the vehicle weight category, the EURO emission class, and whether the truck uses motorways/express roads or national roads.

For transport companies, freight forwarders, dispatchers, and pricing teams, that makes estimating the Romanian road toll before accepting a transport increasingly important. What is TollRo?

TollRo is Romania’s electronic distance-based road charging system for goods vehicles with MTMA above 3.5 t. It is regulated primarily by Law no. 226/2023 on the application of road charges on Romania’s national road network (Official Gazette of Romania no. 659 of 18 July 2023), as amended.

Under Article 12 of Law no. 226/2023, TollRo is determined from the applicable unit tariff and the distance travelled on the relevant road sector:

TollRo = unit tariff × distance travelled

The unit tariff includes an infrastructure component and a component related to external costs from air pollution. Tariff levels are set by order of the Ministry of Transport and Infrastructure and published in the Official Gazette; they can be updated periodically (including annual indexation linked to consumer price statistics, as provided in the implementing acts).

When will TollRo apply?

After several legislative adjustments to the calendar, CNAIR (the National Company for Road Infrastructure Administration) clarified the timeline in a press release on 7 August 2026 (reported via Agerpres and national media). Two dates matter:

• 31 August 2026 — deadline for implementing the STRR electronic road charging infrastructure and the TollRo system (technical go-live).
• 1 October 2026 — start of application of tariffs for rovinieta and TollRo under Article 29(1) of Law no. 226/2023.

For contracts and quotations written before October, the distinction matters: systems may be ready in August, but the distance-based TollRo charge applies from 1 October. CNAIR has also stated that rovinietas purchased before 1 October 2026 remain valid until the expiry date printed on the document — so mixed rules can apply during the transition for vehicles that still hold a valid time-based vignette.

Which vehicles are subject to TollRo?

TollRo applies to vehicles designed and constructed for the transport of goods with MTMA above 3.5 t. Light commercial vehicles at or below 3.5 t continue under the rovinieta/time-based rules for their category; the big change for road freight is the shift to per-kilometre charging for heavier trucks and articulated combinations.

Under the tariff structure in Order of the Minister of Transport and Infrastructure no. 1,925/2025 (published in the Official Gazette of Romania no. 940 of 10 October 2025), vehicles are grouped into three weight categories:

The rate also depends on the vehicle’s EURO emission class (grouped in the tariff as EURO VI, EURO V–IV, and EURO III–0) and on whether kilometres are on motorway/express roads or national roads. County roads and other local networks are outside the TollRo distance charge in the usual implementation model — what counts is how many tolled motorway and national kilometres the route actually uses.

What are the TollRo rates?

The unit tariffs below are those established in Order no. 1,925/2025 (MO 940/10.10.2025), including VAT, in RON per kilometre. They match the official tariff table RouteCalc uses for TollRo estimation (verified against the published act).

Calculating the Romanian charge is therefore no longer “buy a vignette and divide by days”. It is: how many tolled kilometres on each road class × the correct tariff column, plus any separate charges that are not part of TollRo (for example certain bridge or crossing tolls that remain priced separately on some routes).

Why does route selection matter?

Two routes between the same origin and destination can produce different TollRo totals. A routing that uses more motorway kilometres may cost more per km than one that stays on national roads — but the national-road route may be longer in time and fuel. The shortest geographic route is not automatically the lowest total operating cost once TollRo, fuel, and other country tolls are included.

The question for quoting becomes: How much TollRo will this truck generate on this specific route? That is inherently a routing problem: you need the path the vehicle will drive, split into motorway/express versus national distance, then multiplied by the tariffs for that weight and EURO class. How to calculate TollRo for a truck route

Manual calculation means: obtain a credible route geometry, classify each Romanian segment (motorway/express vs national), measure distances, look up the tariff row for the vehicle category and EURO class, and sum the products. Doing that repeatedly for tenders or lane pricing is slow and error-prone.

Why calculate TollRo before accepting a transport?

Road charges flow straight to margin. A rate negotiated without TollRo may look acceptable until the per-km Romanian charge is applied on the actual path. For goods vehicles above 3.5 t, the structural change is from a primarily time-based vignette to a distance-based charge on the tolled network. Planning, pricing, and TMS integrations that still assume “one RO vignette line item per week” will need to move to kilometre-based logic for heavy freight from October onward.
