From 1 January 2027 Lithuania stops selling time-based vignettes to trucks and vans and charges them per kilometre instead. The new charge is called Via Toll and is run by Via Lietuva, the state road company. It applies on the main roads A1–A20 and on 21 national roads, about 2,851 km in total. Vehicles that use only other roads pay nothing.
For carriers the change is simple to describe and awkward to price: a vignette cost the same whether you drove 50 or 500 km in Lithuania. From January the cost follows the kilometres, the vehicle class, the number of axles and the Euro or CO₂ class. Below: who pays, the official rates, free sections, how it is paid, and what it costs on a real route.
Timeline
| Date | What happens |
|---|---|
| 16 June 2025 | Via Lietuva publishes the tolled network: A1–A20 and 21 national roads |
| 30 June 2026 | The Lithuanian Transport Safety Administration (LTSA) sets the per-km rates (order 2BE-97), to be reviewed every year by 30 June |
| Until 31 December 2026 | The vignette remains the legal charge for trucks and vans |
| 1 January 2027 | Via Toll starts. Vignettes stop working for N1, N2, N3, M2 and M3 vehicles; the charge is per kilometre |
Who pays
- N1: vans up to 3.5 t
- N2: trucks from 3.5 to 12 t, with 2 or with 3 and more axles
- N3: trucks over 12 t, with up to 3, with 4, or with 5 and more axles (a 40 t articulated truck is N3, 5 axles)
- M2 and M3: buses and coaches
The axles count for the whole vehicle, truck plus trailer. Passenger cars are not charged.
Where it is charged, and the free sections
The toll applies between official kilometre points on the main roads A1 to A18 and A20 and on the national roads 102, 107, 108, 122, 125, 128, 129, 130, 131, 132, 135, 137, 140, 145, 146, 150, 163, 164, 166, 190 and 195. Entries into cities are free, for example the first 10 km of the A1 in Vilnius, and so are the gaps where a main road runs through a city: the A1 through Kaunas (km 91–103), the A6 at km 66.8–72.4 and the A12 at km 49.7–59.5 and 151.8–155.8. Crossing or passing over a tolled road does not count; only kilometres driven on it do.
The official rates (EUR per km, no VAT)
The rates below are the LTSA table of 30 June 2026. The Lithuanian road charge is a state levy and is not subject to VAT, so the figures are what you pay. Main roads and national roads have the same rate.
| Vehicle class | EURO VI | EURO V | EURO IV | EURO III | EURO II | EURO I | EURO 0 |
|---|---|---|---|---|---|---|---|
| N1 van, up to 3.5 t | 0.035 | 0.036 | 0.037 | 0.038 | 0.039 | 0.040 | 0.046 |
| N2, 2 axles | 0.074 | 0.076 | 0.078 | 0.080 | 0.083 | 0.085 | 0.092 |
| N2, 3+ axles | 0.083 | 0.085 | 0.087 | 0.092 | 0.095 | 0.097 | 0.107 |
| N3, up to 3 axles | 0.111 | 0.132 | 0.155 | 0.177 | 0.200 | 0.221 | 0.248 |
| N3, 4 axles | 0.115 | 0.138 | 0.161 | 0.184 | 0.208 | 0.230 | 0.259 |
| N3, 5+ axles | 0.118 | 0.141 | 0.165 | 0.189 | 0.213 | 0.236 | 0.266 |
EURO VI trucks with a CO₂ emission class above 1 pay less, and zero-emission vehicles least of all:
| Vehicle class | CO₂ class 2 | CO₂ class 3 | Low-emission | Zero-emission |
|---|---|---|---|---|
| N1 van, up to 3.5 t | 0.034 | 0.032 | 0.018 | 0.001 |
| N2, 2 axles | 0.073 | 0.071 | 0.057 | 0.040 |
| N2, 3+ axles | 0.081 | 0.079 | 0.062 | 0.040 |
| N3, up to 3 axles | 0.110 | 0.110 | 0.105 | 0.098 |
| N3, 4 axles | 0.114 | 0.113 | 0.107 | 0.098 |
| N3, 5+ axles | 0.117 | 0.116 | 0.108 | 0.098 |
Electric and hydrogen vehicles pay half of the zero-emission rate (an electric 40 t truck: 0.049 EUR/km); biomethane vehicles pay 60% of it.
What it costs on a route
Vilnius to Klaipėda on the A1 is about 282 tolled kilometres. A EURO VI articulated truck with 5 axles pays 282 × 0.118 = about 33 EUR one way. The Via Baltica transit from the Polish border at Kalvarija to the Latvian border at Saločiai (A5, A8, A10) is around 290 tolled km, so roughly 34 EUR. A truck that only clips the country for 60 km pays about 7 EUR, far less than any vignette. The other way round, a truck that runs inside Lithuania every day pays more than it did with a yearly vignette.
Every route through Lithuania in RouteCalc already shows both amounts: today's vignette, and what the same trip costs in Via Toll from 1 January, computed on the tolled kilometres of the actual route, with the rate for your vehicle class, axles and Euro or CO₂ class. So you can price 2027 contracts now.
How it is paid
Via Toll is paid to Via Lietuva, not through RouteCalc. The vehicle is registered with Via Lietuva and the kilometres are settled through its payment channels, including fuel-card providers that have signed up with it. Registration and the current list of channels are on vialietuva.lt/via-toll.
Vignettes already bought
A vignette covers the vehicle until 31 December 2026 at the latest. From 1 January 2027 it has no effect for trucks, vans and buses, whatever period it was bought for. Price the last weeks of 2026 with the vignette and everything from January with Via Toll.
