On 25 September 2026 CNAIR confirmed that the TollRo platform is ready and runs in operational mode from 1 October 2026 at 00:00. CNAIR's 18 September request to move the date to 1 April 2027 had no effect: no law changing the date was adopted.
For carriers this means that from Thursday, 1 October, trucks over 3.5 t pay for Romanian roads per kilometre, not per period. Below: what changes, how to pay, and what it costs on a route.

Who pays and how it is calculated
TollRo applies to goods vehicles with a maximum authorised mass above 3.5 t (and assimilated mixed-transport vehicles) on Romania's national roads, expressways and motorways. The tariff depends on distance, vehicle mass, EURO class and road type, under the order published in Monitorul Oficial no. 940 of 10 October 2025.

How to pay
- Route ticket: you pay in advance for a route set before the trip.
- Distance-based charging: the trip is recorded in the TollRo app and paid from the e-wallet, by card or cash.
Channels: the etoll.ro portal (account, fleet enrolment, route tickets, e-wallet, invoices), the TollRo app (App Store, Google Play), CNAIR points of sale and border crossings. RouteCalc does not sell tickets and does not collect the charge.
Vignettes already bought
For trucks over 3.5 t, a vignette bought through the old system stays valid until 1 October 2026. From 1 October they pay TollRo. The unused period is not refunded automatically: to get the money back, you need to send a written request to CNAIR.
What happened to the postponement
On 18 September CNAIR asked the government and the Ministry of Transport to postpone to 1 April 2027. Caretaker transport minister Radu Miruță backed the 1 October launch, and a week later CNAIR announced the start. Carrier associations asked, as an alternative, for six months without fines; as of 27 September no such grace period has been published.
Danube bridges
The old bridge toll ends with TollRo. Fetești–Cernavodă is listed on the TollRo portal (133 / 94 / 69 RON per crossing incl. VAT, by category). Giurgeni–Vadu Oii was not listed on the portal on 26 September. The Romanian exit fee on the Giurgiu–Ruse bridge ends; the Bulgarian fee in the Ruse–Giurgiu direction stays.
What to do in quotes from today
- Put TollRo on the Romanian kilometres of every lane, split into motorway and national road.
- Check each truck's EURO class: EURO III pays almost 30% more per km than EURO VI.
- Compare the fast and the economical route: national roads cost half per km but take longer.
- Quote excl. VAT: the official tariff divided by 1.21.
